The lower scientists ignore what their intelligence tells them. Were they willing to get killed or have their children murdered in front of them? No. Did they know exactly what was going on? Probably not. Did the residents know something wasn't quite right over there at Auschwitz? Did the wicked stench suggest some sort of evil? Yes. i see it the way i see the concentration camps in WWII. I´m pretty clueless about all that myself. I cannot believe the few military forces of the enclave are supposed to be their "new human race" if anyone is supposed to profit from it in a practical way and not only financial, then there needs to be people somewhere, settlers of some sort to create those human race, the enclave and vault-tec attempt to create, based on vault-tecs experiments.
The question is who they did all that for? I mean such experiments. I mean the theory about limited informationflow doesnt really fit here, even though the lower scientist had no idea about the bigger plans.but luring people into crypods and lying to them about they being for decontamination.is for sure not right.

I firmly believe, Vault Tec thought they could at least use the next 10-20 years to experiment with "Test-Subjects" before the real war, triggering false alarms and getting people to go into the vaults. As you can read over and over again, the functional prototypes were scheduled to be distributed to the other vaults, as they became available. They also wanted a couple thousand labrats to test their hypothyses. What if the war just came a couple of years early? Vault Tec -wanted- the perfect vault, they wanted the perfect society. Problem was, in order to create the perfect society you need to find out what is wrong with the current one and whether or not your own influence will benefit or harm the new society.
The Idea was to create the perfect society the war.
